Roofers in Bay of PlentySalt on the coast, sulphur inland.
Bay of Plenty roofs split two ways: salt air along the coast, and geothermal air inland around Rotorua, which BRANZ mapped in its 2021 study of the whole region. Building consents come from your city or district council, under the same national rules as anywhere else in New Zealand. Pick your city below, or tell us the job and we'll look for a Bay of Plenty roofer who specialises in that kind of work, where we have one.

What's different about roofs across the Bay
On the coast, NZS 3604:2011 puts homes within 500 m of the sea or harbour, or 100 m of a tidal estuary, in exposure zone D, and surf beachfronts can be zone E. BRANZ's 2021 study found its Tauranga test sites matched that map and recommended leaving the zone C boundary from Waihī Beach to Te Puke unchanged. The steel, spouting and fixings a roofer can use depend on which zone you're in.
Inland, the Rotorua geothermal field covers about 18 to 28 km2 under much of the city. BRANZ recommended raising Rotorua from exposure zone B to zone C, and widening the geothermal microclimate boundary from 50 m to 500 m to align with SNZ TS 3404:2018. Tauranga has a geothermal system too, but BRANZ describes it as low temperature, 30 to 70°C, stretching about 60 km from Waihī Beach to Paengaroa.
Storms reach every corner: NIWA counted 17 damage-causing tornadoes in the region from 1981 to 2012. The Bay also sits along a fault line, with active Whakaari/White Island offshore. Our pages for Tauranga, Rotorua and Whakatāne go into the local detail.
Councils and building consent in the Bay of Plenty
Building consents for homes come from your city or district council: Tauranga City Council, Western Bay of Plenty District Council, Rotorua Lakes Council, Whakatāne District Council, Kawerau District Council or Ōpōtiki District Council. The Bay of Plenty Regional Council covers regional matters, not house building consents.
The rules are national. Schedule 1 of the Building Act lets many like-for-like repairs and re-roofs go ahead without a consent, but not complete or substantial replacement of a structural part, or replacing a part that failed the Building Code's durability rules. If unsure, ask your council; our guide to building consent for a re-roof has the detail.
If a consent is needed, the council must decide a standard application within 20 working days, and the consent lapses if work hasn't started within 12 months. Consented roofing on a home is restricted building work, so an LBP has to do or supervise it, and you'll need their Record of Work when you apply for the code compliance certificate.
Before you sign anywhere in the Bay
- The roofer's exposure or geothermal zone for your address, in writing
- Whether the job needs a building consent, and who will apply
- An LBP on the public register for any consented roofing work
- A written, dated contract, plus the disclosure statement and checklist, for any larger job (you can ask for them on smaller ones too)
- A deposit of no more than 10%, as Consumer Protection advises
- Your insurer told before work starts, and your sum insured updated after a new roof
Our advice for Bay of Plenty homeowners
Wherever you are in the Bay, we'd settle two things before comparing quotes: your zone, coastal or geothermal, and whether the job needs a consent. Get both in writing from the roofer. Quotes only line up once everyone is quoting on the same product for the same conditions, and our guide to checking an LBP helps with the rest.
Want a roofer to take a look?
Tell us the job and your postcode. We match it with a Find My Roofer certified roofer who specialises in that kind of work, and they call you to quote. Your number goes to them alone.
